  2. If you carry a lot of things in your pockets and you get cargo shorts, you end up filling those pockets. At a certain point, you can no longer put more pockets on your pants. It's the same with roads—they will always be at the maximum capacity a population can support—if all lanes aren't used, it's because there aren't enough people to use them. Thus, it's better to make roads tiny and cities extremely dense with multi-use zoning and many mass transit options.
