  6. both theories dont work.... with complex/dynamic issues ther are never solution's only trade offs.....prohibition has never worked as u make the prohibited substance harder to obtain its value increases offsetting the risk associated with selling it by incentivizing the seller with a greater economic reward  @dwee3005
