Wouldn't any independence normally/ automatically require the changing of the wording of a constitution if a country has one? Explicitly banning self determination for a non nominally small entity (obviously a town can't go independent) isn't acceptable in an adult democracy just because the constitution says other parts of a country don't want you to even have the vote. If 90% of catalonia in a vote with a 90% turnout vote for independence. Madrid can say no because of the constitution is not acceptable. "You 10 million can shut up because actually paragraph 42 sub-clause 19 says xxx"

@M.M.83-U But my point is if the majority wanted one. Politically you'd change the law / constitution so one could be held. Same sex relationships weren't recognised a decade ago in Italy. By the law. Now they can be. The law changed. One either believes in self determination. Or they don't. "Only if a law / constitution, which can never ever be changed, should be the same as in 1592, says so" isn't believing in self determination.

Individuals can speak whatever they want. Agree. But a country should have an official language. That is the default one for official documents, road signs, spoke at school.....
