If they had managed to isolate the nation early enough we would not need a shutdown at all. There is no running away from that fact and no doubt certain decisions will face close scrutiny in the years to come given the enormous cost that has resulted from that mistake. Perhaps we need to have governments that stop taking instructions from the UN and the WHO as they have proven themselves to be incompetent and corrupt?

Yes they have already been corrupted as the mailout for the voter cards was delayed in at least one area until 1 day after the cutoff to apply for postal voting and the electoral commision refused to extend that date when they were immediately notified that there was a problem. Heads must roll, and the election must be cancelled.

They have been able to do that since the very first day that mobiles hit the market decades ago, there was a famous murder case in Canberra that brought this to public attention. Everything with a radio can be tracked, this has been a reality for a century, so there is no point getting all schizophrenic and paranoid about it.
