Germany refused because "it has too many russians" It's not russia that pushed Kaliningrad into an aggressive alliance, Kaliningrad is part of russia. Poisoning the land with depleted uranium is poisoning the world, something the brits seem to be really good at since the day of its imperialist colonization.
