This BBB bill has the Emanuel brothers fingerprints all over it - It's over 1,500 pages - too long, too intricate, too enticing, can't be read easily, too deceptive, too transformative, too ACA like, etc.. All they needed was 20-30 separate 5 page bills. 5 or 6 would have passed individually - but that wouldn't insure passage of the bad stuff.
