  1. Criminals and their families are a significant component of the Dem base. Nonprosecution's a way of assuaging their base in Blue areas. What better way to appease your base then giving them free reign to shoplift, resist police, fight, assault, burglarize, jump turnstiles, etc.. ..... Class "A" felonies may be the outer limit for them tho.
