  2. Yes there is an underground economy. Pass a law that every barber and hairdresser must give a receipt from a register for starters. The state sales tax department(NYS) has some good ideas also. You'll probably never stop the tipping aspect tho. The IRS is pretty sharp, they track your lifestyle also(airline tickets, hotels, cars, etc.)
