  1. The first treasures were discovered in around 1986 and they found more later. But they postponed further exploration at that time due to lack of technology. Chinese people are genius, they don't want to damage the treasure, so they wait for another several years until the technology is great enough to excavate. Remember, Qin Shi Huang's tomb is still untouched in Xi'an. They're currently waiting.
