  1. Any other target, this would've been a direct hit. Precision weapons just arent precise enough for targets like rails. Even severing one rail, will not destroy the target, you have to hit both rails in the same place and dig out a hole under them. Thats why rails are usually bombed with a mix of cluster munitions and multiple PGM, such as LGB, or JDAM. The attack profile of cruise missiles tends to make them too imprecise.
