  1. You are wrong about the utter devastation of a modern nuke fight. The modern doctrine is to saturate an area with successive low yield, low level bursts. Similar to the 'rubble bounce' reattack tactic, they use nukes to 'make it glow'; detonating them in a timed shot, to boost each other and saturate the environment with neutrons and hard radiation. The secondary effects ie fallout, could be much worse.
