Using them, even a low-yield tactical (artillery sized) would result in a multi-nation strike team being sent... That is, if HIS OWN didn't do it first. He only uses that threat as chest thumping.   3. ​ @krunchie101 On top of that, they were using their SAM in crude S2S mode, out of desperation. So it wouldn't surprise me if they are just as hard up for the ordinance as they are the launchers!
