  1. Time for true effecincy inspections. Cut the least effective / useful 20% across all Federal sectors and levels. Give the top 10% of performers the 2.5% raise. Tell them this will happen next year as well. See if this doesn't increase production. But be careful... Government buildings are "gun free zones", and we all know how well THAT has worked out.
