  1. Chernobyl was worse because the radioactive stuff got spread into the air because of the fires which were a result of the use of graphite that was used as neutron moderator. The 4 reactors in Fukushima are a completely other reactor design, using only water as moderator, not graphite. Thus there were no such types of fires and the amount of radioactive material that was spread all over the country was much smaller.
