It's funny how despite the terrible history of failures of price caps, so much so that countries are loath to try it again to deal with their own inflation, they still think it can work on one of the most heavily demanded products of them all - oil and gas - even without global agreement. Or perhaps they're just doing it there as a populist measure for their own voters, with no real expectation that it'll actually work. Certainly that describes their use of sanctions as well, which also have a long history of failure at achieving their goal even after decades.
