That's perhaps not the best way of phrasing it, but it is the case that there are structural / legal barriers in place that get in the way of Western investors putting their money into these places (when going through official channels).

Colonialism is hardly necessary to explain the problems of Africa. While it left a terrible legacy, few people seem to note that it hasn't even left in the first place - more money gets siphoned out of Africa each year even today. Even Caspian Report itself has covered a book that explains this phenomenon - https://www.youtube.com/watch?v=oRMDMNSsTDU Not to mention all the wrongheaded loan-enforced IMF 'Structural Adjustment Programs' (SAPs) in the latter half of the last century, right as the African nations gained their independence.

@TheEmadia sigh Where does race come into this? North Africa isn't considered white. Have you ever looked at the regional divisions used by many international institutions? One of the common ones is 'MENA' aka Middle East and North Africa. That isn't my invention, nor even Shirvan's (and btw, I simply answered the question - Shirvan himself has confirmed to another comment that he's doing them together).
