  1. This is hardly political dysfunction, quite the opposite. It's a political apparatus working largely in concert towards a defined goal, it just so happens that that goal is anti-western. That doesn't make it dysfunctional. A better of case of political dysfunction in Russia would be during the Gorbachev or Yeltsin eras, when the country was falling apart internally rather than sanctioned from outside.
