Funny how with the drugs trade they not only punish the gangs that supply them, they also punish the purchaser of the drugs but with the boat issue they are only going to punish the gangs (suppliers) but not the purchasers. Surely they should treat both crimes in the same respect and punish both the supplier and the end user
