Why not insert a chip into them which can remain in them and be switched on and off as they complete their time of on cerfew and if they reoffend it could be turned on again. The chip would also be useful when deporting people if they are chipped and return to the country they could be stopped as soon as they arrive and deported again easily as their details would be readily available.
