I'm sorry, but I cannot fully agree with your second point Nobita-san. The thing is in most countries in the world you can get away with speaking english alone, it's an international language. There are so many non English speaking countries in the world, yet you always find people speaking some english, why shouldn't this apply to Japan? Many countries have a very hard time speaking English, but they still try their best, a good example is France, you find plenty of English speaking people (usually with a heavy accent), but most of the french population does not speak english. A lot of countries teach english to be open and welcoming countries for foreign tourists. Now, as far as I'm concerned, I do have a base of Japanese language, but it's because I really love Japan and your culture, but I still wish Japan had a better level of english than it currently has. Having more english speaking people in a country doesn't only improve tourism, but it also opens up education for foreigners and it would make it easier for Japanese people to study abroad. From a purely practical aspect, it's way easier to learn english than it is to learn learn Japanese.

Besides, if you visit several countries in asia and decide visit Japan too, should you have to learn some basic japanese? Are you travelling or studying? Usually you travel to be 100% relaxed. Personally I speak 4 languages fluently, know some basic Japanese & basic German, sure I can learn a couple of words when I visit 1 particular country, but I don't think I have to per se, I'm pretty happy with speaking English, Spanish, French and Dutch fluently. Take the backwards problem, here in Belgium you speak both french & Dutch, should I ask foreigners to learn some bases of the 2 languages? I don't think so. In the long run, you can't ask people to learn basics of every language of every country they visit. If you go to Japan just once, why should you learn the language? Truth is, maybe a few basic words, but otherwise you really don't need such knowledge. If I turned around the roles, asking Nobita-san to learn the 2 main languages of my own country, he would not enjoy it very much, french & dutch are way harder to learn than English. I'd be fine in Japan as I do speak a bit and I do know the culture very well, but I hate being forced to do something, especially hate being forced to do something during a vacation.
