  1. The actions do not qualify here. 1 - The targets must be legitimate military targets. We have no evidence that they are. 2 - Civilians must be free to leave the targets. Israel has prevented civilians from leaving the hospitals with violent force. 3 - It must be proportional. Nothing here is proportional. 4 - There must be evidence of 1. None has been provided. At best a vague gesture at "there's a basement, there are tunnels". Tunnels built by israel back in the 1980s.
