I suspect that they didn't have full context, that they were told to stand down by local law enforcement and assumed that either the situation was under control or that they'd be called to assist if it got worse. At least one federal agent's account was that of taking action thirty minutes after being told to stand down, since he was close enough to tell local law enforcement weren't doing jack squat.

  47. I bet some of the cops were frustrated too. One federal agent is on the record saying local law enforcement told him to stand down, which he stopped doing after 30 minutes of their inaction. I doubt they were just telling him to stand down.
