The human element will always play a part no matter how good it looks on paper. If a Judge gets yelled at by his kids and wife on the way into work it effects sentencing. If you get people freaked out you can get them to enact any kind of policy that is polished up in the old classic language that makes us feel all warm and fuzzy. Meanwhile Epstein Island was being built.. lol
