  2. voltaren Russia had a Naval base in Simferopol, Crimea, since 1783, and was paying a lease to the Ukraine for the continued use of it. There were some 20,000 military personnel on that base, so of course Russia was "involved" in Crimea, but this military personnel was not involved in any way in the voting process during which the population of Crimea overwhelmingly voted to break away from the Ukraine and return to Russia, save to protect the people from possible attacks by Ukrainians from the mainland.
