Of course Putin would blow up the dam and cut off the water to Crimea and then flood the Eastside of the Dnieper River and 80,000 russian-speaking ukrainians and then eventually meltdown the nuclear power plant and poison everybody...

That's a great point which means Russia would never have blown the damn up in the first place because it cuts off the water to the Crimea. So if Rodger didn't blow it up then who did? Here's a hint.. his laptop was found with incriminating evidence and the FBI told the mass media it was just Russian disinformation.
