It was written and passed by Congress in response to Nixon's abuse of the office. Obama didn't take shit. Search "NARA Obama records" and you'll see that all of Obama's records are either in his presidential library or in a secure NARA storage facility As the NARA statement says, once he left office, Obama, like all presidents, had no control over where records are stored . Stop believing every lie that comes out of Trump's mouth. Better yet, stop believe anything he says.

"The Presidential Records Act changed the legal ownership of the official records of the President from private to public.... and establishes that Presidential records automatically transfer into the legal custody of the Archivist once a president leaves office." That's from the National Archives explanation of the PRA, passed by Congress. Presidents don't own government records after they leave office, no matter what you want to believe. It's hard to believe that you're stupid enough to believe that a president after they leave office could simply take and keep records belonging to the CIA, Homeland Security, or any other government agency.
