The issue is that since WW1, Britain hasn't had the money/economy to develop what you say. Britain was nearly bankrupt after WW1, & was bankrupt by the early months of 1940. Up to WW2, the Royal Navy got a massive share of budget & talent, then the RAF. The British Army has always struggled for funds. Couple that with bad British Government management of military contracts, and things get worse. The British Army was also trained to fight the Warsaw Pact in Europe, so heavy tanks were required in it's intended role, but since 9/11 the enemy, & combat type changed (baring the brief Iraq deployment against Iraqi conventional forces), there seemed little point fielding MBT's against insurgents in bad terrain. Counter terrorism etc also now claims a part of the budget that it hadn't before.
In the early 2000's, the British also had to start to repair/replace the military barracks/homes/infrastructure, this was £ billions out of a national budget which in 2008 had imploded, due to Government incompetence (although mirrored worldwide). Austerity never left the Uk, despite what Prime Minister Teresa May claimed, then we have £37 Billion for Covid.
Britain was actually spending the required % of GDP as a Nato partner (unlike a lot of Europe), but it's been shown that wasn't enough.
Every year each chief of the branch of the military forces state the Uk is at critical mass, without enough personnel or equipment to do it's job. The Uk carriers didn't even have planes for a couple of years. The Uk doesn't have enough of anything. Even in Iraq, with the small numbers of MBT's deployed, it was shown the Uk left nothing to defend Europe.
I agree it's a poor situation. No British Government seems to be able to get it under control due to lack of money.
