The city is allowing these vendors who play by the rules to be pushed out by the lawless ones. This old guy has to sleep in a van, or they will steal his spot, and they aren't supposed to be there anyway. They will leave their cart out to make sure he can't get that spot again. They are probably the ones making noise complaints to drive these legitimate people away and get their spot. NYC is completely mismanaged against the residents. They can't do anything about fake licenses, but they can worry and harass these two about noise from a hot dog cart? What kind of noise could they possibly be making? If you want to get beaurocrats to change their tune, you have to insist until you get your way. You have to argue them into a corner.
