  1. Some people don't need AC. A better method would be to enable those desperate for AC to call a hotline and then have someone deliver and install an AC to them. The landlords could contribute to a fund for this purpose. People with a lot of money might want to choose their own AC or bring theirs from another unit. It shouldn't be forced on landlords and tenants. Tenants need a break from these escalating rents more than AC.
