Re: redistributing armor. What all ships seemed to lack (circa WW2) is a sufficiently well armored deck. In an age where aircraft were the main existential threat to friendly task groups, an uparmored deck might help. Armor belts might've helped Taffy 3, but most other ships were (even battleships) proved embarrassingly vulnerable to bombs from the air. If this raises the metacentric, that's a minus. However; all those near-useless heavy armored conning towers would disappear, lowering metacentric a bit.
