Ise and Hyuga. I think the idea is to launch strikes, not CAP, which would center around the fleet carriers*. The Hybrids are meant to advance, launch, and the strike planes retreat back to the carriers (held back a bit) afterward. It was all about saving carriers, not improving battleships. Antiquated battleships like Ise and Hyuga (and Fuso) were expendable. Fleet Carriers were not, Carry on. *Who can launch and recover fighters all day long. The Hybrids were one shot attackers. They had zero ability to launch and recover. So-no CAP from them. CAP is an all day job, not a single launch and forget.

22 Attack planes is not insignificant. Double it to 44 attack planes and it starts to turn Japanese heads.
