  1. Was any consideration ever given to installing actual armor and proper fire control equipment on an armed merchant raider? Obviously there's no reasonable way to make a merchant raider the equal of a proper light cruiser while still having lines that can be easily disguised as an enemy or neutral merchantman. But the fact that armed merchant raiders were so vulnerable to even the light weapons that many merchant ships would carry in wartime makes it seem like something that a navy whose doctrine had a heavy emphasis on raiding (like the Reichsmarine/Kriegsmarine) would've given some thought to.
