This whole idea that the belt armor needed to cover a fixed percentage of the hull length seems completely baffling, and flies in the face of the entire point of the all-or-nothing armor system: to focus all of the armor on the vital spaces and create an armored citadel with enough buoyancy to keep the ship afloat even if if the entire rest of the hull floods. If you insist on a fixed percentage of the length being covered by the belt, you're demanding that the benefits of all-or-nothing armor be half-assed, because some of the weight of armor will be wasted on protecting areas that don't need to be protected.
