India has operated aircraft carriers continuously since 1957, when they acquired INS Vikrant (ex-HMS Hercules) from Britain. Vikrant remained operational until 1997. They also operated INS Viraat (ex-HMS Hermes) from 1987 to 2017. And INS Vikramaditya (ex-Admiral Gorshkov) entered service in 2013. And the new INS Vikrant (built from the keel up in India) is scheduled to enter service in the next 2 years. So India should at the very least be well ahead of Japan and South Korea in their capacity to operate a surplus American supercarrier. While a Forrestal or Kitty Hawk class would be significantly larger than anything India has operated to date (and even bigger than their next planned carrier INS Vishal, expected to be laid down around 2025), they do have decades of operational experience flying planes off of carriers. The other navy with recent aircraft carrier experience was Brazil, but given how completely they failed at keeping São Paulo (ex-Foch) operational, that argues against their ability to operate a secondhand supercarrier. Granted, Foch was pretty worn out when they got her, but the same would true of Kitty Hawk or John F. Kennedy (the last surviving non-nuclear American supercarriers).
