@brendonbewersdorf986 The problem with using Preussen (or Preußen as it would've been written at the time) as a raider had she survived that long would've been that as a 482 foot long 5-masted sailing ship she was one of the most distinctive vessels on the seas. There were only 2 other ~480 foot 5-masters in the world, France II and Neath (ex-R. C. Rickmers) and each of those three ships looked different enough that it'd be hard to disguise one as either of the others.

@kommandantgalileo Had a second Admiral-class (probably Rodney, since she was laid down before Anson and Howe) been completed before the treaty negotiations began, it would have significant impact on the Washington Naval Treaty itself. Rather than a single treaty-shattering 43k ton standard displacement ship being grandfathered in, Britain would have two of them. And with Hood and Rodney* being by far the newest and most capable capital ships of the Royal Navy, Britain would certainly insist on keeping them. With Japan adamant that they keep Mutsu (regardless of the American chicanery of listing a ship Japan had already completed and commissioned as "still under construction) and America demanding that they be allowed to complete Colorado and West Virginia as "compensation" for allowing Mutsu, in our timeline Britain pushed to be allowed a 2-ship exception to the 10 year building holiday for what would become the Nelson-class in order to maintain parity with America. If Hood has a sister ship, I would imagine both nations would be less inclined to agree to that deal. (Unless they were each given some further compensation, like being allowed to complete a Lexington and an Amagi as battlecruisers.) But aside from how it woudl've complicated the treaty negotiations, yes I'm sure Hood would've been in better shape come World War II if she had a sister ship that would be equally impressive to show the flag around the world.
