The Edgar Quinets came so close to being the hands-down best armored cruiser design. If they'd just ditched the casemate guns and turned the fore and aft wing turrets into twin turrets, even if that's at the expense of a slightly wider hull. And maybe removed some of that superstructure between the funnels so as to replace the amidships wing turrets with a centerline twin. As for being grandfathered into the Washington Naval Treaty? Actually they were. Both ships remained in service into the early 1930s. I'm just not sure how much leeway France would've had under the treaty in terms of upgrades. And the relatively short hull compared to Treaty cruisers would've limited how much speed you'd be able to get out of a refit no matter how much you improved the machinery.
