The theory is that FDR wanted to draw the US into the war and thus allowed the Pearl Harbor attack to happen rather than warning Admiral Kimmel and General Short that it was coming. The problem is, "the war" that FDR wanted to enter was the war with Germany. It was actively detrimental to his plans for the provoking attack instead be committed by Japan. While the German declaration of war meant that the US could still come to Britain's aid as intended, FDR and Churchill had already worked out a "Germany first" strategy for when the US could start fighting. A strategy that was a rather hard sell when it was Japan that the American people wanted vengeance on.
