FYI, the version of Kronshtadt in World of Warships is the original design. Or at least the originally ordered design; obviously there were multiple iterations before it was finalized, as with almost any warship. During the time of the Molotov-Ribbentrop Pact, construction of the ships was running behind schedule and Stalin got the idea that they could speed things up by buying 28cm guns and triple turrets from Krupp. (He failed to account for the fact that that the ship would need to be redesigned before they could mount new turrets with different sized turret rings.) The Krupp officials told him that those guns were out of production, but that they could sell him 38cm twin turrets that were similar in size instead. Stalin jumped on that. So the relatively well-known Kronshtadt design with 3x2 38cm guns was the result of political meddling.

If there was no size limits at all, but a limit to raw number of ships? For anyone with the budget to afford it, it becomes clearly a matter of "go big or go home". Monstrosities like the Tillman battleships might actually get built.

Yeah, the Emperor was being told what the army was doing in Okinawa, and asked what the navy was was going to do. They had nothing planned, and were embarrassed by this, so they decided on an obviously fruitless suicide mission with their biggest ship.
