I think the issue is the govt has no money for us citizens, but it can magically have some for another country. That's where people get angry. Perhaps the uk and the EU should set up a pay review body that says its independent but not really and have a cap on what they offer. "I'm sorry, Mr President. The independent pay review body has determined we cannot give you anymore funding. It's not us, it's their judgement." Works for everybody else.
