  2. Are local banks in the EU able to create currency the same way American banks can (i may be using the wrong terminology, but question still stands)? Can a bank in Ĉedenška, Czechia give a loan of €300,000 without having full 100% reserves, for example? If so, why can't the national central banks (or whatever still exists of them) do the same with a loan to the govt for social spending?
