This is what current local zoning laws allow. And luxury condos are the only housing allowed to be built within city limits that have a decent ROI.

  18.  @theviceinvirtue  Rent control exacerbated the housing shortage by discouraging developers from building new housing, forcing landlords to operate at loss as they weren't legally allowed to raise rents accordingly to cover the rise in taxes, insurance, repairs and other expenses giving way to renovictions and Air BnB, and locking out new renters from the market.
