  1. This is typical of the EU, kicking the can down the road. The reported language is vague and voluntary. Which state is going to put up there hands and say we will take migrants, it is electoral suicide. This agreement is purely to save Merkel's job. It will take a few days for those involved to realise that the agreement says nothing.
