  1. How can the EU send a single representative, when the EU member states have different relationships with Russia. The German position is incompatible with the stance being taken by the "EU". The EU want to apply sanctions, while Germany is involved with the gas pipe line to import gas from Russia. Each of the member state have a different grade of relationship with Russia, ranging from friendly to positively hostile. A single EU bureaucrat cannot possible represent all these opinions without being schizophrenic.
