It was not so long ago that Turkey was shooting down russian fighter jets on the Syrian border. My guess is that Putin is keen to ensure Turkey vetos any new NATO members. Turkey is very good at playing both sides off against each other for its own vested interests. At one time it was providing supplies to IS, because they were fighting the kurds.
