I believe the body language and face expressions of the 2 young men at Agapi is sayin' different things than their voices. During their conversations in the office...you don't do this stuff, legal or not, without being a certain kind of person with a certain kind of attitude. I personally try not to follow this paradigm, but In Canada, a few decades ago, maybe still, it was thought that If you want to help women in the Sex Trade you don't, or shouldn't, help them continue to do it. That would make you a Pimp or, a Brothel !! :))) And that you can only help them with other unrelated options, instead of giving them a safer workplace if they wish to continue. That is like saying that men can't do certain things due to the danger and is not equality. But a safer workplace involves those special people and attitudes. End of Story.
