The easy way would be to kill the source which is actually the launchers before they can fire which is more proactive than reactive. reactively as long as the Navy has ships in the right position, they can knock them down with SM-3/6, lastly the US has GBI and PAC-3 In end, North Korea should be more worried about how the US would response as unlike North Korea , the US a nuclear Triad that can pound NK several times harder than anything North Korea could to the US

?? At the Height of the cold war both US and Russia had enough nukes to glass planet 10 times over. Currently they still do. So North Korea's threats are just hot air.

Trump does not need to ask congress in case of nuclear conflict. The US SIOP only requires the president not a congressional vote

China and Russia only protects NK if they are attacked. If NK attacks first, they won't help as their protection would rally NATO. Secondly the US missile defense system is designed to counter highly advanced missiles with penetration aids and MARVs. None of which NK has. The USN BMD ships with SM-3s and SM-6s are near Guam and the Army has THAAD and PAC-3s on Guam. So the odds of NK carrying out a successive strike is about 10 percent as their missiles are no where as advanced as China or Russia. Now the US can attack NK first with a limited Flexible response or counterforce strike(two plays out of the nuclear playbook) which would do minimal damage NK while removing the threat. This would greatly reduce the chance of WWIII.

@Kenneth Hughes read the second part of my post, he can attack first but has to use the right options. If actually listens to his advisors(low on odds on that) then he remove the threat from NK with minimal damage done to NK. By doing limited damage, he shows restraint and can still rally NATO support and possibly keep Russia and China from responding.

The basis of the nuclear playbook. you launch , I launch secondly The US and Russia have been doing SALT I/II,START I/II and NEW START. These are nuclear disarmament treaties that go back to 1969. Both Russia and the US have been steadily disarming. Both the US and Russia maintain equal levels of nuclear capabilities. More to the point, the US maintains the nuclear triad of bombers, missiles and subs. Russia has the same and China does not have a triad, just has missiles and few subs. so like I said, Russia and China does not want to trade nukes with the US as neither side would be unscathed. Secondly, Russia and China does not want try the US in a conventional fight. Syria was the first combat, Russia has seen in a long time and China has not seen combat in long time. The US has been in constant combat and its weapons reflect the lessons learned from that combat. More point, Russia and China jumping in is most likely going to trigger NATO and now Russia and China problems have multiplied exponentially.
