Russia didn't force her not to campaign in WI or MI or spending money for voter turnout in Chicago and New Orleans for fear that she would win the Electoral College but losing the popular vote, instead of putting that money in, I don't know, Milwaukee, Madison, Detroit, Pittsburgh, and Philadelphia. Before the 2000 election, people thought Gore would win the Electoral College and lose the popular vote. Where did he end his campaign? Florida!
