  1. Actually, your interpretation is off. It goes by state delegations if there is an Electoral College deadlock, but it is one member, one vote for any disputes in the Electoral College count itself. There have been two challenges in the last 60 years (a dispute in 1969 as to whether or not a faithless elector in North Carolina who voted for Wallace instead of Nixon should stand, and in 2005 whether or not Bush really won Ohio). Both times, individual members in each House decided. If Democrats win the House and Senate, this chicanery won't pass.
