  1. The problem comes from the sheer numbers that are necessary: 2/3 in each House, and ratification by 3/4 of state legislatures. Because Republicans were the only side that really cared about the Supreme Court for decades, there is no way that they'll vote to get rid of the power structure that they benefited from.

  2. No. You'd need impeachment and removal. There is no such thing as a No Confidence vote in the US Constitution.
