  2. That's because Sam actually understands that you can't compare a bill to some imagined ideal. You have to look at the status quo and determine whether or not the bill is an improvement.

  3. Indeed. We can't let them keep playing Lucy with the football. Don't give them what they want until we get what we want. Even if we don't get everything we want, we can still get a lot of what we want if we insist that we actually get a deal first.
